Primorye Film Commission took part in the Film Forum 2018 LINK OF CINE-ASIA in Busan, and presented the possibilities of filming in Russia at the Rising ASIA session. Rising ASIA annually presents unique filming locations, infrastructure, personnel, equipment and other capabilities in three Asian regions. In 2018, they were Russia (Primorsky Region), Cambodia and Myanmar.
Primorsky Region was presented as a region logistically convenient and financially beneficial for filming Asian projects. There are regular direct flights to Vladivostok from Seoul, Busan, Tokyo, Beijing, Hong Kong, Bangkok and other major cities in the Asia-Pacific region. The production budget in Vladivostok, compared to European countries, will be up to 60% less for Asians. With eighteen countries, the free port of Vladivostok has a simplified visa regime; film crews from these countries can arrive to Primorye for location scouting for up to 8 days by issuing a visa via the Internet. In addition, Primorye is one of the regions of Russia, where 15% of rebate for Russian and co-production projects is operating.
Vadim Potapov, the Head of the Financial and Production Department of the Federal Fund for Social and Economic Support of Domestic Cinematography of Russia, took part in the presentation of the Primorsky Region: «Primorsky Region has great potential in terms of working with Asian film companies. Presentations of the region at international film forums in Asia, provide great opportunities for attracting Asian film companies to Russia to film shooting and as partners for co-production».
The session was attended by filmmakers from Asian countries, Asian producers, members of the Producers Guild of Korea, as well as representatives of the Location Management Guild of America - Bill Bowling and Michael Lake.
At the Film forum 2018 LINK OF CINE-ASIA, the latest technologies from ARRI were presented, information about shooting and personnel training, a number of conferences, master classes, and project pitching. The forum was attended by over 2,000 filmmakers from 23 countries.
As part of the film forum, the General Assembly of the AFCNet - Asian Film Commission Network was held. This year, the Head of the Primorye Film Commission, Dmitry Shevtsov was elected to the AFCNet Board of Directors, which opens up opportunities for closer cooperation with filmmakers from Asian countries and the development of the film industry in the Russian Far East. The board of directors of AFCNet includes heads of relevant ministries, Asian film support funds, as well as heads of federal and regional film commissions.
Asian filmmakers are interested in filming in Russia as a whole and in Primorsky Region in particular. The work of film commissions in Russia makes the process of preparing and organizing filming for foreigners understandable and transparent. The existence of the Film Commission in the region is a guarantee that the filming in it will be successful.
Every year 4-5 full-length films are shot in Primorye, half of them are Asian. Filming in the region increases its tourist attractiveness, tourist flow, provides jobs for Primorsky specialists, attracts investments to the region, and gives impetus to the development of the local film industry.
